| Objective(s) |
1. seminar - to exchange views on the topic in particular learn from the Ukrainian recent experience of creating a State Voters register, to identify problems and define possible solutions.
2. 3d EPFP meeting - follow-up to the previous meeting in Moldova (September 2011); organisation of the 4th and 5th seminars.

| Output/Results |
1. the seminar on “Voters lists and registers”:
a. the member of the Commission informed the participants of the “case-law” of the Commission on the voters’ lists.
b. Professor Kluchkovski, member of the Verkhovna Rada, gave a historical overview of the voters’ register in Ukraine, created according to the law of 2007; another Ukrainian speaker, member of the Rada from Batkivshina party, Mr Podgorniy, focused on the problems and positive sides related to the Ukrainian voters’ register; the technical side of the Ukrainian register was very well presented to the participants and all of them found it useful.
c. Each country delegation presented the voters register and shared related problems; three major common problems were highlighted: the initial sources of information on voters presented by different governmental agencies; the voters’ registration abroad as all participating countries have a lot of voters living abroad, and additional lists on the E-day.
d. The seminar was ended with a tour-de-table on the implementation of the principles of the CDL’s Code of Good practice in Electoral matters in the field of elections, namely para. I.2 in each participating country.
2. The 2nd EPFP meeting:
- follow-up to Chisinau meeting:
a. the remaining stock of the 2008 “Electoral law” publication sent out in the beginning of 2012 did reach the CECs;
b. the participants were informed of a website for the electoral component of the EPFP and were invited to give comments on its content; the immediate reaction was to have it translated into Russian.
- new decisions:
c. If funding of a new updated publication on electoral standards of the Council of Europe in Russian is problematic, then putting links to electronic versions of the existing documents in Russian and in English may also be useful. Printing the English version, thus without translating major new documents into Russian may be an acceptable solution.
d. The next seminar will take place this year, after elections in Georgia and Ukraine, i.e. end of November the earliest. It may take place either in Venice – provided the logistics are secured, or in Strasbourg. Attending the CDL December plenary was evoked. The topic of interest are
o training of the members of the election commissions (GEO,MDA and UKR)
o building trust in elections (all) ;
o observation of elections (AZE, ARM)
e. The last seminar will take place in Georgia in 2013 – the dates will be decided later.

1. put links to the existing documents in Russian on the website of the EPFP;
2. look into possibilities to provide for a Forum of the CECs;
3. organise the Strasbourg/Venice seminar.
